Open Enrollment for the 2023-2024 plan year will run April 3, 2023 through April 28, 2023.
During this time, every employee needs to log into their self service portal and make elections for the upcoming school year. These elections include Health, Dental and Vision insurance along with YMCA membership and the Summer Pay option for 10/11 month personnel. Aflac changes also need to be made during this time, contact information can be found below.
All elections will be effective July 1, 2023 and will update with your June 30, 2023 payroll with the exception of Summer Pay and Aflac elections. These will change until your August payroll. Below you will find information to help you make educated decisions regarding your benefits.

Here are some common questions answered so to help with the Open Enrollment process:
How do I complete my Open Enrollment?
Each employee needs to access their self service portal at
https://mss.franklincountyva.gov/ess/login.aspx.
Select Benefits on the options to the Right, then Select "OPEN ENROLLMENT" at the top of the screen. Once you have the enrollment screen open, you will be able to make an election for each option that is provided.
Review each election, if you cover any dependents you will need to "add coverage" for each one and then complete their full name, birthdate and social security numbers (all information must be complete!) Some mid year changes do not update to the portal and if not corrected during open enrollment may cause coverage loss or issues when changes take place.
FSA & HSA Elections
You must make an election for any Flexible Spending or Health Savings Account elections. You cannot choose "Make No Changes". The IRS requires these amounts be elected annually and they will not roll over from the prior year.
When making elections pay close attention to your Pre-Tax or Post-Tax options. Most employees select Pre-Tax in order to save tax $ on your premium deductions.
Once you have made your elections you must select "Submit". This should open a review page. If the options you selected are correct then select "Submit" again. You will then get a "Confirmation" screen and also receive an email confirming that your elections are complete. Please double check this page, this is what will be effective on July 1, 2023. Please keep this email confirmation for your records.
What happens if I do not remember my login and/or password for the self service portal?
Your Username is your Employee ID# and this will never change. Your Password is the last four digits of your Social Security Number if you have never logged in before.
If you have previously logged in and do not remember your password try the remember my Password link and your Password will be emailed to you. Otherwise you may email Wanda Foster ([email protected]) or Jennifer Rakes ([email protected]) in Payroll and they can reset your Password.
What happens if I do NOT complete Open Enrollment?
If you choose not to complete your open enrollment during this time period then the elections you made during the last open enrollment will roll over into the upcoming school year. The health, dental and/or vision option you chose in the prior year will continue but you will not be enrolled in any FSA or HSA options since these must be elected annually.
Summer Pay and YMCA elections will remain at whatever option you chose in the last enrollment period.
NOTE: If you did not complete an enrollment in the prior year then any coverages may be terminated at the end of the plan year or if you made Mid-Year changes, these will most likely not be correct when the enrollment rolls in.
What if I did not receive an email with confirmation?
Check to make sure that you opened the Open Enrollment screen before making your elections and that you submitted it until you received Confirmation. If you did this correctly then most likely you do not have an active email address setup in your portal.
What if I plan to resign or retire at the end of this school year?
If you know that you are NOT returning to FCPS next school year then your benefits will terminate June 30.
In order to save having to do refunds or retroactive changes we suggest that you DECLINE all benefits in your open enrollment so that they will automatically terminate and nothing will be held out of your June payroll.
AFLAC
Below you will find a link where you can get more information about AFLAC plans offered to you. Please watch the videos and click the link if you would like to sign up for an appointment with an AFLAC agent. You can discuss current plans, add new plans, make changes, etc. You are able to enroll remotely with the agent.

How do I get the Wellness Incentive?
FCPS is continuing the wellness incentive for the 2023-2024 school year. In order to receive the $20/month credit on your health insurance premium the Wellness Form must be turned in to the HR office annually between May 16 - May 15.
In order to receive your credit for the 2023-2024 school year we must have the signed form turned into HR by May 15, 2023. Wellness Form
If you have your physical completed after May 15, 2023 you may turn it in and it will apply to the 2024-2025 school year.
*The Anthem Medical Plans allow for one physical per CALENDAR year. You are not required to wait one year to the date of your previous physical.
