All residents of Franklin County from the ages of two to twenty-one, inclusive, who have a disability and are in need of special education services shall receive a free appropriate education in the least restrictive environment. Students otherwise eligible must have attained age two not have exceeded age twenty-two on by September 30.
A free appropriate public education is provided to all identified persons with disabilities ages two to twenty-one, inclusive, who live in Franklin County or who have been placed by their parents in a private school located within the Franklin County jurisdiction.
Programs and services are provided to persons identified as having autism, deaf-blindness, developmental delay, hearing impairment, intellectual disabilities, multiple disabilities, orthopedic impairment, other health impairment, emotional disturbance, specific learning disabilities, speech or language impairment, traumatic brain injury, or visual impairment. Each special education student’s progress is assessed routinely during the school year and the individualized education plan reviewed annually. A student’s need for special services is reevaluated a minimum of every three years.
Because special education services attempt to prepare students with disabilities to live and work in society, such students are educated with their [peers to the maximum extent appropriate. Effort is made to place the student in the least restrictive environment. In determining the most appropriate setting, each student is considered on an individual basis. The Franklin County Public School system provides a continuum of alternative placement options and services to meet the varying need of disabled students.
